If anyone cannot provide you with at least one sample, or preferrably two or more, than it may be prudent of you to keep looking. If at all possible, try to verify that the work is theirs, and if possible you can ask for references. There are odd situations when samples are not possible, but references are possible – so maybe have some flexibility. It’s perfectly acceptable to have an outsourced person perform a test job, something small, before assigning anything major.
